Rhymes with "slant eye." Me thinks they mean to say, "Can't I?"
e.g. "Mom, why can't n'I get some pork rinds fer the ride home from the Wal-Mart?"
It's the old attack of the double negative. Literally translated: "Cannot I not I?" This type of diction tends to send me into a Bobby Boucher "medulla oblongota" fit.
